Recce rain or shine

If u are given a land and u really want to govern that piece of land in such a way that allows prosperity and progress.

Would u choose to keep within the boundary and only focus on what that is ur own business?

Or would u choose to be involve in matters even outside ur boundary and manage them such that it will do ur land good internally and externally.

I wish i can fulfill my ideology tactically.
